[PATCH] Solaris: Test for SO_{RCV,SND}TIMEO needs NET_LIBS

Do you have evidence that they work?  both setsockopt and the
SO_RCVTIMEO define have existed for 10+ years, but anytime setsockopt
is called with that, it will simply fail.
