An updated emacs vcl-mode.el for Varnish 3.

When I went to edit vcl files I didn't see much with respect to emacs.
There was a mailing list post[1] from several years back that was
incomplete and not targeted at varnish 3 so I tried to update it.

I used the docs for varnish 3 to get a more complete list of
keywords/functions/etc. Hope it helps someone else.
