I've actually seen a similar issue last week. Would you do us a favor and file a
bug under https://github.com/varnishcache/varnish-cache/issues

In particular, please provide info on the exact varnish version you are using.
Also, are you absolutely certain that the most CLOSE_WAITs are on the client
side? In other words, when you generated your netstat excerpt, where you
filtering for client/backend connections?
