Comment:

 I see no evidence that Varnish doesn't do what it should do in this case,
 but will leave the ticket on lowest priority to give you a chance to prove
 otherwise.

 Be aware that with the PURGE implementation you use, you have to specify
 the URL exactly as it appears in the cache or you will get the behaviour
 you see here.

 I suggest you study the varnishlog output closely to see what goes wrong.
