#189: C{ ... }C blocks not allowed outside sub, acl or backend

It should be possible to include C{ ... }C blocks outside sub-, acl- or
backend-blocks, as well as inside them. As it is now, e.g. #include'ing
stuff is nigh-on impossible, as the scope is invariably inside some
function or method in the generated code.
