#223: fixed redhat varnishlog init script and added one for varnishncsa

 The redhat init script for varnishlog was calling the init shell script
 functions with improper args. The attached patch corrects these errors as
 well as adds an init script for varnishncsa in case the user wants to
 directly generate ncsa-style logs for persing. Associated additions to
 varnish.logrotate, Makefile.in and varnish.spec. The attached patch has
 been tested on Fedora Core 8 and is consistant with Centos/RHEL4. It's
 probably appropriate to be merged from Trunk into the 1.1.2 branch.
