 Yes, it's for failover.  I could do this in VCL, but for various
 application-level reasons, we'd prefer to minimise the number of
 transitions we do.  So, if we stuck to B, then only fail to A when B
 fails, we'd have half the number of transitions than if we were to go A-B
 when A fails then straight back to A when A is available again.

 However, if there's a way of having persistent variables in VCL, then even
 this logic could be implemented.
