Comment:

 I have solved this slightly differently in r4185:  the ".initial"
 attribute contains the number of good probes we pretend to have when we
 load the backend declaration.

 I set the default to one less than the threshold, so that the backend goes
 healty on the first probe, if it manages to reply correctly.
