 Looks like the issue is improper UTF-8 encoding. It's not just entities,
 but alt charsets are also mangled in the same way. E.g.

 <h1>サイトは一時的に使用できません</h1>

 becomes

 <h1>�77777743�77777602�77777665....</h1>
