 (In [5301]) Merge r5075: Assume EOF encoding if we don't get indication of
 length

 If we get a HTTP/1.1 response with no indicatation of length, assume
 EOF encoding, rather than zero length.

 This has implications for a number of testcases which were written
 using the previous assumption.
