 error'ing in vcl_fini will prevent a vcl from being discarded. Either CLI
 needs a way to force a discard, or error should be disallowed.

 vcl_init can also error. Maybe this makes more sense, maybe not.

 This is documented in the doc changes in #990, so any changes to behaviour
 need an updated vcl.rst
