 Before release 3.0, Debian/Ubuntu packages would include a "START=no"
 line, therefore not starting the service just after the installation is
 done and with the default configuration.

 This changed on release 3.0+, and it broke some of automatic configuration
 and deploy on the cloud for me. IMHO it's not useful to start varnish with
 default configuration :-) Is this the desired behavior?
