Comment:

 I can confirm that this is still relevant, but the real solution isn't
 considered "make varnish output more" but "make the output intelligent".

 This isn't a huge priority, as the ban lurker and ban_dups should stop you
 from getting 1100 purges to begin with.

 In my test, the tool failed at 1100~ bans, while telnet worked fine a bit
 longer.

 (Consider this a "FYI" - no further update is really needed until we get
 around to solving this)
