Manpages lack encoding specification

To be able to use mandb with manual pages in unicode there must
be a line

      '\" -*- coding: UTF-8 -*-

This is absent from the varnish-3.0.2 manpages, which makes their 
verbatim Unicode characters look garbled on some systems because 
ISO-8859-1 or something in that ballpark is assumed by the man system.

  “localhost”

It is a regression, as in earlier varnish manpages, other means to 
produce Unicode were used, e.g.

  .Dq pq localhost
