Comment:

 The error you get above is from using ' instead of " around the filename
 in the include statement.

 Also notice that you need a ; after the {{{include "recv.vcl";}}}

 I tried various versions of the scenario you posit, and could not provoke
 any errors.

 Feel free to reopen ticket if there is something I overlooked.
