VARNISH_MIN_THREADS

It appears that the -w option doesn't enforce the requirement that
VARNISH_MIN_THREADS is >= 2.  This causes issues with grace where requests
for cached content are blocked rather than served stale.  Also, the
VARNISH_MIN_THREADS value in the default.vcl is set to 1 so this should
probably be updated to meet the 2 thread minimum requirement.  Feel free to
contact me if there are any questions.  This was already discussed on IRC.
