Comment:

 In this particular instance, it looks like a backend problem. If you look
 at the second request without an Accept-Encoding header, the backend does
 not return a proper Vary.
 There is, however an issue where varnish does not produce a proper Vary
 header when compressing the response from an uncompressed backend
 response. I've opened #1178 for this issue.
