 As I wrote privately, this is what vfp_gzip_init() does when content-
 length is 0 but ESI was not doing.
 Ticket #1320.

 With this change however the C-E header is not removed anymore, neither
 from ESI nor non-ESI cases.

 Also, the code to handle C-L 0 in vfp_gzip_init() should be killed.
