 According to
 https://lassekarstensen.wordpress.com/2013/12/19/converting-a-varnish-3-0
 -vmod-to-4-0/ varnish.m4 and varnishapi.pc should be part of the "standard
 installation". It doesn't appear to be the case for the RPMs.
