Comment (by geoff):

 We also test a "backend" proxy cluster under v4.0.3, for REST calls
 between backend apps, with no ESIs, a much lighter load, much simpler VCL
 logic, and with VMODs std, directors, header and re. These had no
 workspace problems, with defaults for workspace_client and
 workspace_backend (64KB).
