Merge r3518: Implement exact matching and negatives for bans.

You can now purge using these four conditionals:

        purge req.url == "/diediedie.html"
        purge req.url != "/index.html"
        purge req.url !~ "\.html$"
        purge req.url ~ "\.jpg$"
