    Increase Sphinx strictness.
    
    Warnings are now considered build errors.
    
    We've been shipping documentation with sections missing
    because we didn't take warnings seriously.
    
    Bonus change: build in parallel, save 82 centiseconds per build!
    (html target on my laptop, ymmv)
