I wonder if/why? we can't solve the root cause along the lines of what we did in
42959df8c23914e7124ad888e5de7d061bbc72e5:

We could reserve a number of threads for requests as we already did for backend
requests. Or, knowing that each h2 session requires n >= 1 request threads, we
could reserve n threads for each session we schedule.
