I chose not to use "load balancer" exactly for the opposite reason.
Usually the first reason to have clusters of backends is high
availability, and once we have a cluster in place then yes load
balancing may not be a bad idea. And as far as vmod_directors is
concerned, fallback does the opposite of balancing workloads.
