[meta] Spam filtering

The spam filtering installed on projects.linpro.no was unfortunately not
doing its job at all.  I've given it a good shake, and hopefully we will
see much less junk on the lists from now on.

The situation should be getting better as I tune the rules and scores of
the spam filter, and the bayesian filter gets enough spam and ham to be
effective.
