[PATCH] Variable for vcl_dir in startup scripts

The syntax check actually blocks other startup parameters, like vcc_err_unref=off.

The syntax check can ignore tuning parameters, but those required to run the VCL config should be included (are there others ?).

If you think the way I used to set vcl_dir as a startup script variable is correct, I can follow with other ones in a new patch. If not, what would be the better way ?
