Cache_req_body patch for bug #1664

I thought we will be handling this more gracefully, e.g not just closing
the connection.

How is the user going to notice it needs to increase the size if it was set
to something lower than needed unintentionally?
Shouldn't we have a counter at the very least and/or return a 503?
