github labels

Hi,

Continuing the conversation during the bugwash yesterday I think we should
have these labels for starts:

- 4.0
- 4.1
- master
- more-info-needed
- needs-backport

We can also have labels for different components as we had in trac:

- build
- documentation
- varnishadm
- varnishd
- varnishhist
- varnishlog
- varnishncsa
- varnishstat
- varnishtest
- varnishtop
- vmod

That should cover most if not all our current needs.

Thoughts?
