unable to compile nagios module from trunk

after checking out and running autogen.sh, configure stops with this 
error:

./configure: line 19308: syntax error near unexpected token 
`VARNISHAPI,'
./configure: line 19308: `PKG_CHECK_MODULES(VARNISHAPI, varnishapi)'
