Can VCL files use includes?

Can a VCL file use includes in blocks?

Reason I'm asking, is that among the things I am using my varnish setup
to do, is to block a long list of user-agents (of known address-scraper
bots for spammers) by giving them a nice 403.

However, having this list in my main config makes the main config file
very long, thus less readable, and as we all know: Configfiles that are
unreadable may cause security grief. :p

So, what I want to do, is to move such blocklists out to their own
files, and simply use include-statements (preferrably withing the
respective blocks) to read them.

Is this possible?
