Add Dummy Values to Varnish

I'm not sure, but I think you are looking for a solution to a non-problem.

Let's tackle only purging for now. Can you have a look at
https://docs.varnish-software.com/tutorials/cache-invalidation/#purge and
see if it solves your issue?
