download url for varnish packages broken (again)

The backstory is that the Sphinx documentation project does not seem
to think users should have control over download URLs,  I've dragged
this a bit, hoping they would come to their senses, but there are 
no signs of that, so today took our tarballs out of Sphinx's control.
