Comment:

 The ban-lurker in -trunk has been rewritten, based in part on this work.

 I belive the new code is better than the code in these patches in several
 ways, but primarily in that it does not waste as much effort as the
 previous (or patched) ban-lurker.

 There are still areas that could be improved, but I want to get some
 experience collected with the new ban-lurker to judge cost/benefit of
 those ideas before I implement them.

 I'm closing this ticket now, but I hope you will help test out the ban-
 lurker in -trunk, and provide feedback on how it works for you.
