There is a browser setting for how often the browser checks it's
local cache, from memory I think you can select
	once per session
	every time
	never
or something like it.

Could you try to see if that has anything to do with it ?

There is nothing I can do in Varnish if the browser doesn't ask.

I guess one could conceiveably write a browser to ignore Expires:
but respec max-age, but that sounds wicked to me...
