how to build the nagios-plugin?

Sorry for the late response.

If you install a sufficiantly new version of Varnish, it will install
the necessary pkg-config file.

If you installed Varnish from .rpm or .deb, you need to install the
devel package as well (IIRC, varnish-libs-devel for .rpm and
libvarnish0-dev for .deb)
