Couldn't install from source

I tried installing Varnish 4 from source following these directions
<https://www.varnish-cache.org/docs/4.0/installation/install.html> in
Ubuntu 14.04.2 running in a Docker linux container. Here's a list the
commands I run

After `make install`, the file "/usr/local/etc/varnish/default.vcl" did not
exist, and the system didn't recognize the service "varnish". The varnishd
binary did install to the expected location.
