Varnish translates VCL to C, and then compiles the C source, so it has
to be able to call a C compiler.

You can pick any compile command you want using the runtime parameter
cc_command, but your RPM evidently expects you to have gcc, and oddly
has a dependency on a C preprocessor as well.
